As defined by USDOT, a regional intelligent transportation systems (ITS) architecture is a locally focused framework for the vision of technology strategies that address the regional needs and goals of that region. It includes a definition of the regional boundary, the existing and planned interconnects, and the institutional agreements and technical integration needed to deliver that regional system.
The Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) both require projects using federal funds to conform with the Regional ITS Architecture. The definition of the “region” and designation of the champion or lead agency is up to the stakeholders involved to support investments in intelligent transportation system (ITS) technologies.
This is the CHATS region’s first regional architecture which was populated based on input and guidance from the Core Team and Stakeholders that participated in its development. BCDCOG will host the Regional ITS Architecture and coordinate with the ITS Committee to guide project development through the systems engineering process and document conformance for FHWA and FTA compliance.
ITS projects funded through the highway trust fund are required to conform to the National ITS Architecture and applicable standards per Title 23 CFR 940.11. Additionally, the Federal Transit Administration’s (FTA) National ITS Architecture Policy requires the same for transit projects funded through FTA. The intention of the regulation/policy is to foster the deployment of integrated regional ITS systems. The resources below provide guidance on the federal requirements and introduce systems engineering.
