Leverage regional resources to provide signal technician skills across the multiple jurisdictions to provide additional capacity from the review and implementation of new signal timing plans. Agencies interested in leveraging the shared resource can contribute funds and distribute the cost burden.

Needs

  • Resources: Funding and staffing constraints limit the ability of agencies to achieve optimal signal coordination, management, and performance.
  • Staffing: Challenges around retention and training. Unclear roles and minimal full-time staff positions dedicated to signal and ITS at the local level.
  • Training: Training opportunities are as accessible for all agency staff.

Scoping

  • Establish agencies interested in the partnership and coordinate a collaboration meeting to establish regional needs, breadth of equipment in place, and preliminary procedures.
  • Confirm agency contacts or leads to handle coordination of resource management.
  • Establish multiagency agreements to document funding sources, amounts, and commitment to share resources.
  • Establish the quantity and compensation of signal technicians that the program can support based on the identified needs and available funding.
  • Create collaborative technician schedule or process that integrates tools to balance the needs of all participating agencies and the prioritization of signal timing projects.
